When you get charity its a windfall. You feel that you were fortunate. When you get welfare you are getting an entitlement. You aren’t really getting anything special.
1) The main purpose of the welfare system is to pay the salaries of credentialed professionals who provide services to those on welfare. Most of the benefit falls to them, not the poor. It is about inter class warfare (take from productive smart people to give to unproductive smart people).
2) The elite also want an excuse for indulgence.
While elites rarely become drug addicts, they do use mild drugs recreationally. This often reduces their capacity for excellence but doesn't put them in the gutter.
While they rarely divorce, they do delay marriage until an age where they have sub replacement fertility.
While they don't "sleep around" they do engage in serial monogamy for around a decade before settling down.
While they rarely get abortions, they want the option as an insurance policy in case they forget birth control one evening.
All of this "marshmallow test passing vice" is toxic to those that can't pass a marshmallow test, but they don't care. Paying some taxes for welfare is their way of buying indulgences for not exercising more precise nobles oblige.
And so the problem isn't "not preaching what how they act." Its that "how they act" works for elites in ways it doesn't work for less equipped people.
My own sense of the relationship between the elite and the rest is that the elite needs society to function while the rest need it to fail. The elite also believes, at least correctly in the short term, IMHO, that it is cheaper to trade concessions rather than seek to correct subversion. We saw the consequences of efforts to correct subversion in the early days of ICE operations when the elite shat its pants and backed off. There are numerous other examples of this syndrome not least of which was the acceptance of BLM insurrection and subversion.
To get the elite to properly confront subversion, there would have to be a great deal more at stake for them because the cost of an effective correction would be extremely high.
Nothing will change until the system collapses under its own weight. LBJ was right when he said he'd have them eating out of his hand for the next 200 years back in 1964.
There will never be mass deportations or an end to immigration under the current t system. Both ‘liberals’ and ‘conservatives’ have their reasons s for supporting it and our business and corporate elites, particularly in the plutocratic donor classes who fund and own our political process benefit from it. When was the last time you saw business owners, CEOs, or executives who knowingly hire illegal immigrants Indicted, prosecuted, and imprisoned for this? Not even once under Trump.
We have 20% real unemployment in the U.S. with most jobs outside of STEM and other professions or trades being low wage service sector jobs. There is more than enough wealth in the U.S. to ensure no one is homeless or poor and you’re absolutely wrong about there being no hunger in the U.S. today when use of food pantries is at an all-time high and one routinely sees dumpster diving in both urban and many rural areas of country. This situation is worsening and expanding in scope not declining and improving.
